Diplomatic Expenditure of the BRICS Countries

Overall diplomatic expenditure has been increasing among the BRICS countries, such as Brazil, India, Russia and South Africa. Nevertheless, there are differences in terms of the area of expenses, with Russia relying mostly on its overseas agencies, India on technical and economic cooperation, overseas embassies, consulates and missions, and special diplomatic expenditure or loans to foreign governments, and South Africa on international relations, administration and management, and international transfers. Brazilian diplomatic expenditure is not clear in this regard. Generally speaking, the scale of diplomatic expenditure of the BRICS countries and their proportion of GDP is relatively small. In concordance with their economic development, the BRICS countries’ diplomacy is in the stage of expansion and the key is to strengthen their diplomatic capacity. When the BRICS countries are increasing diplomatic expenditure, they still need to conduct institutional reform in order to realize their diplomatic goals.
