On the Contradiction between the Demand of Chinese Consular Protection Service and Diplomatic Input and Its Solutions

In recent years, the contradiction between supply and demand in Chinese consular protection has become more and more prominent. On the one hand, there have been a rapid increase in the number of overseas Chinese citizens and enterprises as well as consular protection cases facing the Chinese Foreign Ministry and Chinese embassies and consulates. On the other hand, however, Chinese official diplomatic input in terms of monetary and human resources is quite limited. At present, Chinese local governments and enterprises play an important role in the central government-local governments-embassies/consulates-enterprises-individuals five-pronged consular protection mechanism. The primary solution to the contradiction of demand and supply is to increase such diplomatic input as the consular protection budget and number of consulates and professional consular officials. Meanwhile, it is also imperative to make full use of the exiting five-pronged consular protection mechanism and to explore the development of such a mechanism on the parallel level, such as conducting more international co-operations. In addition, multiple measures should be taken to reduce the demand of consular protection.
