Dilemma and Paradox of Contemporary Procedural Democracy

Procedural democracy has gradually become the mainstream democratic model in the West after being developed by such scholars as Alexis de Tocqueville, Joseph Schumpeter, Samuel Huntington, etc. However, procedural democracy has the paradox of majoritarianism and the danger of tyranny of majority. It also has an inner paradox of mathematical logic in such aspects as procedural consistency. More importantly, there are uncertainties between the process and outcome of democratic procedure so that a number of dilemmas exist in terms of the use of power, protection of rights, freedom, equality, public policy and international politics. Therefore, in many instances, the original objective of democratic procedure has not been realized.
