The Meaning of Democratization and Its Expanding Space

Theories of democratization are not meant to encourage people to rebel, but are the theories of institutionalization reform and construction to regulate public opinion. To promote democratization should not become a sensitive taboo and should be a strategy of proactive reform. Democratization entails a “bilateral process”: on the one hand, citizens shall become masters of themselves; on the other hand, citizens need to engage in public affairs and become masters of the state. The former means that citizen’s self-autonomy and the society’s self-rule would be valuable in expanding democracy; the latter means that it is necessary to constrain and limit the origin and use of political power. There is vast space for China’s democratic construction such as how to make the best use of existing formal institutions; how to implement the spirit of consultative democracy and to trailblaze new channels and ways of democratic participation and communicating with the public; how to regulate and check political power to make it perform in accordance with law; and how to guarantee that citizen’s rights will not be infringed upon.
