Russia’s Democracy: the Perspective of Chinese Scholars

There exist different opinions among Chinese scholars on whether the post-transition Russian politics is democratic politics, but some basic consensuses still exist. The consensuses include: Russia is building a new political system; the systemic framework of constitutional democracy has been more or less established; it has a high degree of centralization of political power; Russian democracy is still in transition and faces many uncertainties. Chinese scholars believe that there are several reasons for Russia’s current political model to have unique characteristics: the vast majority of Russian people are not willing to go back to the old Soviet political model due to its grave drawbacks; Russian political tradition has a long history of dictatorship; Russia’s societal, political and economic transformation and Russian leaders’ personal characters have also played a role. As for the consequences and prospect of Russia’s democratic transition, the majority of Chinese scholars believe that the political transition has laid the foundation for the prosperity and democracy for the future, it is the right path towards modernization, and it should be given due credits.
