China is an emerging great power, and it is only through reform and innovation can China’s foreign policy continually utilize its great capacity and eliminate resistance to its advancement in order to grasp greater opportunities and expand room for development. China should transform and use the traditional thoughts in its ideology to construct and spread its international public relations doctrine with the characteristics of Chinese values, for the purpose of improving the goals of the public foreign policy planning, layout of power participation, and instruments and skills and tools, and to elevate China’s level of public diplomacy.
