The informal nature of multilateral export control mechanisms, the ambiguity of their provisions, and the incompatibility of their objectives to the scope of membership – all these have limited the power that these informal international mechanisms could exercise. These problems constrain the ability to control the proliferation of weapons of mass destruction and their means of delivery. The system of export policy review are viable approaches to take to improve the multilateral export control mechanisms.
