Presently in academia, there is a division between international relations theory research and policymaking. There are three reasons for this: theory is generally not applicable to actual policy; scholars and policymakers misunderstand the theories; theorists do not participate in policy analysis. Corresponding measures to take are: theories of international relations need to be directly implemented in formulation of international strategy. Moreover, inference of theory and further development of foreign policy theory both realize the possibility for the use of theory in policy analysis. Also, learning theory and the formulation of theoretical thought is crucial to policymakers.
