Scholars’ roles in public policymaking are more important. In every stage of public policy decision-making, scholars play the roles of setting the agenda, designing plans for policy, “decision-making” in policy adoption, enforcing policy, and evaluating policy. Scholars’ participation in the process of decision-making should be based on their own professional expertise, a mastery of the area’s specific knowledge, and proper research methods. Only then can scholars contribute more to policy and serve society.
