From “Mutual Disregard ” to “Mutual Reliance”: Connecting of Theory and Policy in International Relations Studies

Mutual-reliance and close connection between the government and the academia as well as between policy studies and theoretical studies are an important feature of modern political studies. Separation of the two is not conducive to government’s scientific decision-making, and nor is it beneficial in allowing the fulfillment of the academia’s social responsibility. There is a “division of labor” between policy studies and pure theoretical study, but the two fields should not be simply judged by their functions. The academic tradition of big powers [h2] should include both diverse political policy research as well as a solid foundation of theoretical research.
