Normative studies is a cutting-issue in international relations theory. Distinct from the value analysis of “normative theory”, the author advocates a scientific investigation into the meaning construction of international norms to better understand the objective nature of norms. From a scientific research perspective, norms should be seen as a collective code of conduct with two modes of action – causal and noncasual relationships (limits and constructs). As one of the more important kinds of noncasual relationships, constructive roles specific function is that of replacing or changing the ideas of actors. This essay offers a critical analysis of the questions on classifying the functionality of norms.
