Many academics believe that UN Peace-keeping activities are a form of collective security. The author holds a different opinion: there is a difference between UN peacekeeping and the concept of collective security. Over the last half century, UN peacekeeping has undergone the charter model, the “United in Peace” Resolution model, the Hammarskjold model (the first generation of peacekeeping), the second generation model, and the third generation model. These modi operandorum are distinctly different from collective security. The “neutral”, “pacifist”, “voluntary” and “broad” nature of UN peacekeeping also highlights this difference. While it was founded on collective security ideals, UN peacekeeping has moved well beyond this scope, and has become something more akin to international crisis management.
