Recent change in Chinese society is a product of openness to the outside world and diplomatic “stepping out”. In turn, these changes have had a great effect on China’s diplomacy. Among diplomatic decision making mechanisms, summit diplomacy is more frequent and active, diplomatic institutions have increased in quality, and there is a greater sense of public participation in diplomacy. The decision making process has also changed. For example, summit diplomacy plays a critical role not only in foreign policy making, but in making announcements and policy implementation. Overall, policy makers emphasize “overall diplomacy” and in practice, the creation of conflict resolution mechanisms must consider the influence of public engagement. This all shows that foreign policy decision making is influenced by an increased number of factors. Decision makers must consider both international and external factors to produce more stable results.
