International order has transitioned from a state-centered order to a human-centered social order and has presented a trajectory of change from natural law, international law to law of peoples. During the process, the core of the debate over international order among political thinkers is the justice of international order. The discussion about a just international order among academics indicates that the foundation of justice underpinning international order is changing. That is, the global commons are replacing states as the basis of international order. Therefore, future international order will increasingly become a global order that consists of both justice among nations and justice among peoples.
